16 clubs must vote for the plans for them to be passed, with a number of sides having already pinned their colours to the mast while making their voting intentions clear.
But could it be a closer result than expected? We take a look at how every club could vote:
1. Accrington Stanley

2. AFC Wimbledon
Wimbledon are yet to confirm their voting intentions either way, and their decision could be impacted by the fact they are currently channeling a great deal of resource to building a new stadium. PREDICTED VOTE: ON THE FENCE Photo: Warren Little
3. Blackpool
Chief executive Ben Mansford has called for a 'reset' in the aftermath of the COVID-19 pandemic, with the Seasiders expected to back the plans for the introduction of a salary cap. PREDICTED VOTE: YES TO THE SALARY CAP Photo: Mark Robinson
4. Bristol Rovers
Local reports have suggested that The Gas will be another team set to lend their support to the plans. PREDICTED VOTE: YES TO THE SALARY CAP Photo: Alex Davidson
